I mean, from a tenant advocate perspective, it’s quite a triumph! Landlords got fleeced pretty bad on this one: the same 200 units/year on average over the next 10 years (a bit more at the beginning, then none until the moratorium ends), but now they have to pay through the nose, up to $20k/unit to convert. And then after the moratorium ends, no more condo conversion for 5/6 unit buildings, no more condo conversion after a single eviction, no more conversion for 3/4 unit buildings with 2 tenants in it. Landlords get the short end on all the agreed items. And yet, I haven’t seen a tenant advocate take a victory lap for this.
