The MTA can do whatever it pleases with the land it owns. It used to be part of the turnaround for the 8, 15, and 49 Muni bus line until it was moved to the current location behind the firehouse. Part of the turnaround was significantly underused as a parking lot. The plaza transformation is a significant improvement to what was there before.
