Property would go for highest and best use. Since then we’ve perverted with rent control, which “taxes” some landlords, giving a monthly subsidy to lucky tenants. Out of that perversion grows another: if certain buyers can rid the property of the rent control “tax” then they will. So we get “speculators.” Doesn’t it stem from perverting the market? Of course politically rent control cannot be challenged; any politician doing so commits suicide. So we’re endlessly fixing perversions. If the city values low income tenants, should it not pay, not those who happen to be unlucky owners of pre-1979 units? I am not nor ever have been a landlord.
