SF is an incorporated county. This may change the budgetting constraints and possibly extend responsibilities of SFPD. Does that skew the ability to do direct comparisons to other California cities?

Also, some issues with comparisons to Oakland: OPD is horrendously understaffed: About 1 officer per 610 residents.

Comparing Oakland’s land area to SFs with just the basic numbers is also problematic. A substantial chunk of Oakland’s 55 square miles is taken up by the Airport and Port, neither of which is under the purview of OPD. SF, similarly, has substantial chunks of land area taken up by GGNRA, and patrolled by federal Law Enforcement rangers.

SF is an international city, an economic hub. Better comparisons for police staffing would come from NYC, Chicago and LA, possibly Seattle.
